I have practiced law in the Lake of the Ozarks area since November of 1971. I joined the law firm of Phillips and Parrish after being discharged from the United States Army as a First Lieutenant. I am now the senior member of the five member law firm of Phillips, McElyea, Carpenter and Welch, P.C.
Since November of 1971, I have been engaged in the general practice of law, handling cases in state courts and representing clients in a variety of civil matters. My practice areas include representation in real estate matters and disputes, municipal and county government issues, estate planning and probate administration, domestic relations, business organizations, condominium and homeowner associations, and personal injury. I am also involved in alternative dispute resolution as a mediator and an arbitrator.
I graduated from the University of Missouri in Columbia, Missouri, in 1968 with a Bachelor of Science degree in Business Administration and Marketing. At the same time I was commissioned a Second Lieutenant in the United States Army. In 1971 I received my Juris Doctorate Degree from the University of Missouri School of Law in Columbia, Missouri.
During my residency at the Lake of the Ozarks, more specifically, here in Camdenton, my family and I have been involved in a number of community projects and organizations. Through the years, I have had the opportunity to serve as an active member of the community and have been involved in various civic organizations including the following:

- Osage Beach Chamber of Commerce
- Camdenton Jaycees (Past President)
- Lake Valley Country Club Board of Directors (Past President)
- Camdenton Optimist Club
- Camdenton R-III School Board (Past President)

- Lake of the Ozarks Association, currently known as Lake of the Ozarks Convention and Visitors Bureau (Past President)
- Camdenton Rotary Club
I am a current member of the Board of Directors of Lake Regional Health System (Past President and current Vice-President and Assistant Secretary) and a current member of Lake Regional Medical Group (currently Vice-President).
I am married and have two grown children and four grandchildren. My wife currently teaches in the Camdenton R-III School District. When not working, I enjoy outdoor activities which include hunting, fishing and playing golf.
My wife and I are members of the Camdenton United Methodist Church, and I am a Master Mason and a member of the York Rite Bodies, Scottish Rite and Shrine.
